1. NAME
The name of the party is IMPUQUKO EZWENILETHU (IQZ)
2.PREAMBLE
We are interested in tackling issues that are important to Middelburg citizens, such as a high rates and taxes, rural water and power, clinic access, water and sanitation, unemployment and land difficulties
3.THE FOUNDING OBJECTIVE OF IMPUQUKO EZWENILETHU
a.Impuquko Ezwenilethu is a political movement that will register for and
participate in the local government elections.
b. Impuquko Ezwenilethu shall oversee the election process of IQZ
candidates for:
i. The office of the Mayor in Steve Tshwete Local Municipality.
ii. The offices of Ward Councillors in Steve Tshwete Local Municipality.
c. Adopt and promote prevailing policy stances, electioneering techniques,
and citizen mandates.
d. Establish rules of procedure to ensure that all Impuquko Ezwenilethu
supporters have equal opportunities to participate in decisions concerning
candidate selection, policy formulation, and the conduct of other
Movement affairs, without regard for race, gender, sex, sexual orientation,
pregnancy, marital status, ethnic or social origin, age (if voting age),
disability, religion, culture, or language.
4. LEGAL PERSONALITY & STATUS OF IMPUQUKO
EZWENILETHU
a. Impuquko Ezwenilethu has full legal persona and is capable of suing and
being sued in its own name.
b. Impuquko Ezwenilethu may hold, own, purchase, alienate, lease,
mortgage and pledge any moveable and immoveable property in its own
name and shall do so in strict accordance with applicable legislation and
the provisions of this Constitution.
c. Impuquko Ezwenilethu shall conduct its activities and business in strict
accordance with the provision of this Constitution and all actions carried
out by duly authorized individuals acting in a representative capacity, shall
bind the Organisation.
d. The Impuquko Ezwenilethu Leadership Committee represented by the
Chairperson or Leader of IQZ may act on behalf of and legally bind IQZ in
all matters.
e. The Chairperson or Leader of IQZ or someone authorized by her or him, in
writing, shall represent IQZ in all legal proceedings.
f. All monies received and collected in the name of or on behalf of Impuquko Ezwenilethu vest in IQZ itself.
5.OUR POLITICS & VALUES
a. Impuquko Ezwenilethu is a voluntary political movement whose policies
are established by its volunteers and leadership on a regular basis, strictly
adhering to the following values:
i. Freedom: which means that all activities and pursuits of Impuquko
Ezwenilethu must further the rights of South Africans in pursuit of
well- being at individual, family and community level.
ii. Justice: which means that Impuquko Ezwenilethu shall aim to
further entrench the principle of fairness, beyond just equality
before the law but also building a society that is fair – where income
or social status do not determine whether any individual can reach
their full potential. It is a society where we set out to actively reverse
the legacy of colonialism and apartheid, creating a society where
human dignity is paramount.
iii. Equality: which means that Impuquko Ezwenilethu shall endeavour
to achieve true equality for every citizen, where with equal and
meaningful access to opportunities that lead to a healthy, safe &
fulfilling life and the right to fully participate in democratic processes
and the tangible benefits that flow from freedom as enshrined in the
Constitution of the Republic of South Africa.
iv. Solidarity: which means that Impuquko Ezwenilethu shall build a
society that meets the basic needs of all its citizens and ensures
human well- being, human development, fulfilment of rights and
access to opportunity for all.
v. Integrity: which means that Impuquko Ezwenilethu, its
representatives and volunteers shall always, act in strict
accordance with the tacit social contract between the people and
those they choose as representatives, which requires such
representatives to act in the public interest through civil and political
service, always underpinned by the fundamental principles of
transparency and accountability.
6. MEMBERSHIP OF IMPUQUKO EZWENILETHU
a. Any person wishing to participate in the activities, business or work of the organization must:
i. Be 16 Years of age, or older.
ii. Be a South African Citizen or Permanent resident.
iii. Agree to abide by this constitution; and
iv. Abide by Impuquko Ezwenilethu’s vision, mission and values.
b. Impuquko Ezwenilethu is a volunteer-based organisation, where the status
of such volunteers shall be determined in accordance with the degree and
extent of their participation and contribution to Impuquko Ezwenilethu.
c. Impuquko Ezwenilethu shall recognise four categories of membership,
namely:
i. Supporter:
(1) Shall be entitled to register on Impuquko Ezwenilethu database
and access the internal and external communications.
(2) Shall be free to attend Impuquko Ezwenilethu events and
participate in Impuquko Ezwenilethu activities on an ad-hoc
basis
(3) Shall not be entitled to vote in the Impuquko Ezwenilethu
Convention and/or the National Leadership elective conference
ii. Volunteer:
(1) Shall formally register their status as a volunteer of Impuquko
Ezwenilethu via the online database
(2) Shall contribute to the work and objectives of Impuquko Ezwenilethu
(3) Shall be a registered voter
(4) Shall be bound by the Impuquko Ezwenilethu code of ethics
(5) Shall be eligible to apply for or contest for any leadership position with IMPUQUKO EZWENILETHU.
(6)Shall not be precluded for contesting elections as a public representative if they do not already occupy a position of leadership with IQZ.
(7)Shall render their services on a voluntary basis and shall not be entitled to any remuneration
(8)Shall lead or contribute to micro-fundrasing initiatives and may donate to the organization
iii. Organiser:
(1) Shall be a volunteer of IMPUQUKO EZWENILETHU who acts in a formal capacity on behalf or the employ of IMPUQUKO EZWENILETHU
(2) May be eligible to receive remuneration for their services
(3)Shall be responsible for coordinating and overseeing the activities of volunteer's
(4)May be allocated specific roles in accordance with the various layers of government
IQZ Champion:
A person who was made consistent and significant contributions in some respect, to the organization. This is an honorary designation which is afforded to diligent and dedicated volunteers.
d. IMPUQUKO EZWENILETHU shall keep and maintain a database of personal information pertaining to registered volunteers including but not limited to:
I. Name
ii. Surname
iii. Identity Number
iv. Contact Number
v. IMPUQUKO EZWENILETHU Volunteer ID; and
vi. Residential Address
e.The above - mentioned personal information shall be held and processed in accordance with the the IMPUQUKO EZWENILETHU Privacy Policy and with the strict , defined purpose of carrying out the business and activities of the IMPUQUKO EZWENILETHU.
f. Registration of volunteers of IMPUQUKO EZWENILETHU shall not attract any joining or membership fees, and membership and participating in the organization shall be free of charge to all volunteers.
7. OFFICE BEARERS
The IMPUQUKO EZWENILETHU bearers shall include:
Municipal Leadership Collective
I) Municipal/Regional Convenor.
ii) Municipal Field Organisers
iii) Voter Registration and Education Coordinator; and
Local Campaign Collective
I) Community/Local Field Organiser
ii) Voter Registration and Education Coordinator
iii) Community Sector Coordinator;and
iv) Community Volunteer.
8.DISCIPLINARY & DISPUTE RESOLUTION
The IMPUQUKO EZWENILETHU Leadership Collective shall determine and adopt a Code of Conduct which shall inform and guide the disciplinary undertaken
if any volunteer or representative of IQZ contravenes any provision of this
Constitution, the IQZ Code of Ethics or other relevant legislation.
9. INTERNAL DEMOCRACY
a. Subject to the provisions of this Constitution, voting at meetings of all
bodies of IQZ is by a show of hands, unless a secret ballot is required by
the person presiding or by a quarter of the members present.
b. Decisions at all meetings are taken by a majority of members present and
voting.
c. An online or telephonic meeting shall only be regarded as a meeting if a
quorum of the participants is present and if notice of such an online or
telephonic meeting has been given to the delegates.
10. AMENDMENTS
a. No provision of this Constitution may be varied, save for with the support
of two-thirds of voting delegates present at the IQZ Convention. Any
contemplated variation of this Constitution that subverts or impugns any
relevant legislation, related regulations or the Constitution of the
Republic of South Africa shall not be effected.
b. Any provision of this Constitution deemed unlawful by a competent
forum, shall be rectified in a special sitting of the National Council within
no more than 60 days from the date of such declaratory order.
